Чего не понятно-то? Написано английским языком: you MUST have either have gettext support in your C library, or use the *** GNU gettext library.
У тебя в glibc есть gettext support? Нет? Тогда ставить gettext и не @бать мозги, если нужно скомпилить эту фигню. А если "не собираешься", то и не скомпилишь.
А про ОС вообще-то лучше сразу говорить.
А вообще, по-моему нас разводят... как кроликов...
