Shaper MUST be built as module. Following sequence works fine for me:
# Shaping
modprobe shaper
shapecfg attach shaper0 eth0
shapecfg speed shaper0 20000
ifconfig shaper0 10.0.80.1 netmask 255.255.255.0 broadcast 10.0.80.255 up
