Есть. Зайдите, дружище на www.ntp.org и там возьмите адреса Public Time Servers". Ну а если влм, то вот парочка:

Если из-под линуха то rdate -s XXX.XXXX.XXX(имя сервака)(я пользуюсь tick.usno.navy.mil). Если из форточек то net time \\сервак /set /yes
