Когда клиент первый раз коннектится, в файл ipp.txt добавляется запись вида cname,ip.add.re.ss

В следующий раз ему выдаётся тот же IP

Ну а зарегистрированных пользователей зачем блочить? Мне тоже лишний гемор, чтобы ответить по делу - останови tor-сервер, отключись, подключись, получи новый ip и напиши - иначе никак.
