Проблемы на backbone

С самого утра наблюдаются периодические проблемы с доступом к части американских сайтов. 
Я сам с Минска - думал может местные провайдеры что мудрят - попробовал traceroute и прифигел - впервые такое наблюдаю своими глазами:

А раз было вообще было кольцо (к сожалению терминал закрыл случайно) - с 9 - по 20 места было 
поочерёдно 80.231.66.4, 80.231.66.3
