по-момеу ЭТО надо компилить ;) Просто здесь, вроде, использован архив rpm вместо .tar.gz для упаковки исходников.. Я так по-крайней мере думал, но я могу и ошибаться ;)

Что такое .src.rpm и сам знаю... А что такое rhmask?

Это точно не обычный rpm.
