а должен создаваться? о_О
как подсовываешь конфиг?
что говорит при запуске «без конфига»? (должен браться коньками, в этом случае, из недр /etc)

Раньше создавался, с конфигом и без конфига выдаёт:

ну вот - у тебя просто кривой конфиг или он отсутствует
бери конфиг какой хочешь и запускай с ним
