А как ты определил частоту? По шуму вентилатора? Немного подробностей нужно. Что за порц, вывод lspci, lsmod, dmesg, частота, температура, топ процессов.

И ещё, мне кажется, или powersave у меня работает в диапазоне между максимальной и максимальной частотой?

назови название режимной папки по пути 

/sys/devices/system/cpu/cpufreq
в ней должно быть несколько папок policy0, policy1... зависит от количества ядер процессора и папка с названием самого режима ondemand, powersave, schedutils... как у тебя эта папка называется и если она вообще?

Благодарю. TLP не было. Установил, процессор стал работать адекватно, но отвалился wifi. Удалил, процессор продолжил работать адекватно и wifi починился.

Попробуй в БИОСе посмотреть, у ноутбуков там есть настройка типа Perfomace

У тебя policy powersave в диапазоне max-max, конечно он не будет давать никакого эффекта. Т.е. policy: powersave = policy: performance
