Решено. Переменные {http,https,ftp}_proxy у меня были не system-wide, поэтому рут и не мог.
root@hata: ~ # export {http,https,ftp}_proxy="http://127.0.0.1:8118"
root@hata: ~ # /etc/privoxy/privoxy-blocklist.sh
