то сейчас осталось 3.49% от скорости ядро 2.0.

Думаю так и есть. 2.0 помнится отлично работало на 486.

И да, оказывается не Торвальдс сказал, а кто-то в присутствии Торвальдса, ссылаясь на иследование Intel.
