Я не понял, чем он лучше, но он несомненно лучше :-) Changes: nexted scopes, __future__ directives, rich comparisons, a warning framework, new build system, weak references, function attributes, case-insensitive platforms and import, an interactive display hook, new coercion model, metadata in Python packages, new and improved modules, and many other changes and fixes.
