Да. ROS есть только в 32-битном варианте с включённым PAE.

Но можете собрать Gentoo, burato похожим образом поступил (правда, у него Orange Pi).

Только пусть собирает не на sd карточке, а хард по usb-3.0 через адаптер использует, а то sd карточке быстро хана настанет

На это еще надо и разные ядра собирать для разных объемов памяти?! Вообще полный зашквар. Такого даже на сраном Rock64 не было.
